Bennet, Hickenlooper Public Lands Bills Pass Senate Committee With Bipartisan Support

Washington, D.C. — Colorado U.S. Senators Michael Bennet and John Hickenlooper, a member of the U.S. Senate Committee on Energy and Natural Resources, celebrated the Committee’s passage of their Colorado Outdoor Recreation & Economy (CORE) Act and Dolores River National Conservation Area and Special Management Area Act. This is the first time the bills have passed the Senate Committee with bipartisan support.

“Colorado’s public lands fuel more than our economy – they are the lifeblood for our communities and a cornerstone of our Western way of life,” said Bennet. “Coloradans of all stripes crafted these bills at trailheads, in town halls, and at kitchen tables to find the best way forward to protect iconic places like the Dolores River and the San Juan Mountains. Today’s bipartisan votes were an important step forward, and I’ll keep working to get these bills to President Biden’s desk.”

“These bills were crafted the Colorado way: through bipartisan collaboration and a common desire to protect Colorado public lands and waterways,” said Hickenlooper. “It’s time to get them across the finish line on the Senate floor. Giddy up!”

“I am thrilled that the CORE Act passed through the U.S. Senate Committee on Energy and Natural Resources with bipartisan support. Countless Coloradans have contributed their voices to the creation of this bill, and it is far past time for Washington to take notice,” said U.S. Representative Joe Neguse (D-Colo.).

The CORE Act, which passed the committee on a bipartisan roll call vote, would protect approximately 420,000 acres of public land in Colorado, establish new wilderness, special management areas and wildlife conservation areas, and safeguard existing outdoor recreation opportunities to boost the economy for future generations. The CORE Act combines four previously introduced bills to protect iconic Colorado landscapes in nine Colorado counties. Last year, Bennet and Hickenlooper secured the Camp Hale – Continental Divide National Monument and the proposed Thompson Divide administrative withdrawal. Both of these efforts originated with the CORE Act, which was first introduced in 2019. Neguse has championed the CORE Act in the U.S. House of Representatives, passing the bill through that chamber five times. The Dolores River National Conservation Area and Special Management Area Act, which passed the Committee on a bipartisan voice vote, would protect over 68,000 acres of public lands in three Colorado counties of Montezuma, Dolores, and San Miguel.

For over a decade, Bennet has brought together Tribal communities, county commissioners from across the political spectrum, businesses, ranchers, sportsmen, and conservationists in support of both bills to protect approximately 488,000 acres of public lands in Colorado. Hickenlooper has championed both bills as a member of the U.S. Senate Energy and Natural Resources Committee. In July, Bennet and Hickenlooper testified in support of both bills before the Committee. In June, Bennet joined county commissioners, Tribal members, conservationists, ranchers, small business owners, and recreationists on a three-day trip on the Dolores River to underscore the importance of protecting the River.

Support for the CORE Act:

“Gunnison County has worked for years on the Curecanti and Thompson Divide elements of the CORE Act. We have fought long and hard for the CORE Act because our constituents believe in these sensible public lands protections that are vital to our economy, our values and the enduring opportunity these lands will provide for future generations,” said Jonathan Houck, Gunnison County Commissioner. “For many years, we have worked with diverse stakeholders to develop sensible landscape scale protective measures that match the values of our communities and our desire to see these productive and pristine landscapes thoughtfully protected. Advancing this bill forward through the Senate Energy and Natural Resources Committee is a significant milestone for this bill and we are thankful to Senators Bennet and Hickenlooper and Congressman Neguse for their leadership and persistence on the CORE Act.”

“Now, more than ever, it’s time for the Senate to pass the CORE Act. We applaud the CORE Act for balancing the needs of wildlife and watershed protections with recreational and other uses of the forest,” said Kathy Chandler Henry, Eagle County Commissioner. “This collaborative legislative process has involved our water providers, conservation groups, recreational groups, and businesses. This important bill strengthens Colorado’s recreation economy and is supported by stakeholders throughout the state. We are thrilled with the designation of the Camp Hale-Continental Divide National Monument in 2022; this important piece of our history is now preserved for all to enjoy. Eagle County thanks Senator Bennet and Senator Hickenlooper for their stewardship of public lands; our grandchildren will be grateful for these treasured additions in Western Colorado.”

“This visionary legislation shows a shared commitment to public lands,” said Tamara Pogue, Summit County Commissioner. “We are honored to join Senator Bennet, Senator Hickenlooper, Congressman Neguse, and our Governor in championing permanent protections for wilderness and wildlife conservation areas.”

“Local residents and businesses have advocated for the special management designations they designed and requested for over 15 years. Enacting the CORE Act guarantees these iconic wild lands and ecosystems will be protected so future generations can experience them the way we do,” said Lynn Padgett, Ouray County Commissioner. “The urgency for balancing recreation, forest, and watershed health has never been greater. The 13,000 acres within the Whitehouse Addition to the Sneffels Wilderness in Ouray County cannot withstand pressure from development and climate change any longer.”

Support for the Dolores River bill:

“The Ute Mountain Ute Tribe fully supports the NCA legislation. The large gathering by the Dolores River last summer, during a boat trip with Senate staffs, Senator Bennet, Conservation Representatives, State, Federal, Tribal and local officials reflected the broad bi-partisan support for the NCA resulting from 10 years of collaborative negotiations. From the Tribe’s perspective, the Legislation protects our allocations from the Dolores Project, which provides us with water for drinking, economic development and our 7,600-acre farm.  The Bill also supports the stewardship of the Dolores River, including protection of our cultural resources and practices. The legislation reconciles the obligations of Reclamation to meet water supply obligations, with BLM and USFS responsibilities to protect the natural ecology along the River. It includes the Tribe on the Resource Advisory Council that will develop a Management Plan for the NCA.  Our water supplies are critical to the future of the Tribe, and protection of the River is consistent with our deeply held value that “Water is Life” for all beings. The NCA legislation supports both,” said Manuel Heart, Chairman Ute Mountain Ute Tribe.

“San Miguel County strongly supports the designation of the Dolores River Canyon as a National Conservation Area (NCA). The NCA balances the protection of historic uses, private property rights, water rights, and the Dolores Project/McPhee Reservoir and its allocations while preserving conservation, recreation, and scientific resources. This legislation represents the culmination of a decade of regionalcollaboration between local and tribal governments, water users, agricultural and industrial interests, conservation groups, and recreationists. The bi-partisan vote in support of the Dolores River NCA in the Senate Energy and Natural Resources Committee illustrates that the federal government can come together when presented with a locally crafted, grassroots proposal that includes the voices of all stakeholders. We thank Senators Bennet and Hickenlooper for their leadership on the Dolores River and their tireless work to move this bill forward in the Senate,” said Lance Waring, Chair, San Miguel County Commission.

“Montezuma County, along with our neighboring counties, agricultural and water interests, spent a decade and a half crafting a finely balanced plan to protect the Dolores River Canyon while protecting water rights and existing uses.  Our efforts have been bipartisan, diligent, and transparent – Senator Bennet has honored this work in his pending legislation, and the Senate should recognize these careful deliberations and pass the bill as soon as possible,” said Gerald Koppenhafer, Montezuma County Commissioner.

“From the beginning of our discussions, we all agreed that these lands belong to everyone. they need to be used respectfully, but they also need to be available to all uses,” said Steve Garchar, Dolores County Commissioner. “We’ve worked hard to achieve that, and it’s time for the Senate to honor this decade-plus effort and pass the bill.”

“The passage out of committee is an exciting milestone for the Dolores River NCA bill after so many years of hard work and collaboration at the local level. This bipartisan bill represents the wisdom of southwest Colorado’s diverse interests and would protect the southern portion of Dolores River canyon country. We appreciate the commitment of Senator Bennet and Senator Hickenlooper to protecting these important cultural, natural, and recreational resources for generations to come,” said Amber Clark, Chair, Dolores Legislative Subcommittee, and Executive Director, Dolores River Boating Advocates.

New Data Illustrates Importance of Connected Trail Infrastructure to the Nation

COLUMBUS—Rails-to-Trails Conservancy (RTC), the nation’s largest trails and active transportation advocacy organization, today released the first-ever spatial analysis of the country’s trail networks.

The analysis found that there are more than 150 known multiuse trail networks—infrastructure that creates walking and biking routes that connect within and between communities, separated from traffic—in development nationwide, with trail networks underway in all 50 states, Washington, D.C., and Puerto Rico. At least half of Americans (49.75%) live in a county that is home to a developing trail network. Of the counties where trail networks are being developed, 74% are majority suburban/urban and 26% are majority rural populations.

“This data validates what we’ve long known—that multiuse trail networks are critical to the well-being of the nation. The scope and scale of trail network development underway nationwide has the potential to deliver powerful solutions for the climate, economic and mobility challenges facing all types of communities,” said Ryan Chao, RTC’s president. “People want more investment in infrastructure that will help them get around in their communities, whether or not they drive. The impact of this infrastructure is invaluable.”

Alongside the spatial analysis of America’s trail networks, RTC released national opinion-poll data capturing public support for trail networks.

  • People indicated that connectivity and active transportation infrastructure would help them walk and bike more. The top five factors include more destinations within a 10-to-20-minute walking distance (37%); friends and family to join them (34%); trails and greenways separated and protected from traffic (30%); more sidewalks (30%); and more protected bike lanes (29%).
  • Nearly one-third of people (29%) say that trail networks would make it easier to walk and bike where they need to go instead of drive.
  • Overwhelming support for spending tax dollars on trail networks is consistent across party affiliation—82% of people agree that tax dollars should be spent on connecting trails to each other and important destinations (81% Republicans, 84% Democrats, 81% Independents, n = 619).
  • More people think that the government spends too little money on walking and biking infrastructure versus other forms of transportation infrastructure (49% compared with 39% public transportation and 38% roads).

These findings come as the U.S. Department of Transportation prepares to release the first-ever call for applications for the Active Transportation Infrastructure Investment Program, which was authorized as part of the Bipartisan Infrastructure Law in 2021. This new federal program is the first to dedicate funding to the connectivity of active transportation infrastructure. According to RTC, the scale and scope of the nation’s trail networks illustrate the urgency to fully fund the program, which only received a portion of the authorized funding in the 2023 federal budget. RTC, Congressional champions and partners across the country are continuing to advocate for full program funding, which is necessary to complete safe routes in communities across America and more quickly unlock the safety, climate and equity benefits of active transportation networks—especially critical at a time when thousands of pedestrians and cyclists are dying in crashes each year.

The data was released as part of a panel discussion at WOSU in Columbus featuring RTC, Latino Outdoors and the Mid-Ohio Regional Planning Commission (MORPC). The event elevated Columbus as a prime example of what it takes to prioritize and accelerate the pace of efforts to connect trails into larger recreation and active transportation systems across the country, and the regional, statewide and national impact of those investments. The region is the hub of the Central Ohio Greenways network, an anchor in the statewide Ohio to Erie Trail, and a community along the route of the cross-country Great American Rail-Trail®, which stretches 3,700 miles between Washington, D.C., to Washington State.

The analysis of America’s trail networks is part of RTC’s TrailNation™  initiative, redefining how the country builds trail networks and the impact this infrastructure can have on people and places. The analysis includes trail networks that are locally adopted; in development (either planning, construction, or both); and comprising two or more multiuse trail segments or contiguous loops that provide seamless connectivity without traffic interaction. The infrastructure represented in this assessment was identified by RTC as of Dec. 1, 2023, from spatial analyses and local and regional nonprofits and agencies. This assessment serves as a benchmark of trail network development nationwide and will expand over time as more networks are reported and developed. View the interactive map of America’s trail networks at railstotrails.org/trailnation.

RTC’s opinion poll was conducted online, Sept. 14–23, 2023, by the firm Stratalys Research, with a sample size of 1,200 adults over age 18, including an oversample of 200 Black and 200 Latino respondents.

Rails-to-Trails Conservancy is the nation’s largest trails organization—with a grassroots community more than 1 million strong—dedicated to building a nation connected by trails, reimagining public spaces to create safe ways for everyone to walk, bike and be active outdoors. Connect with RTC at railstotrails.org and @railstotrails on Facebook, Twitter and Instagram.

Pushing Boundaries: La Sportiva’s 2024 Ski Collection Brings New Levels of Backcountry Performance

Dec 12, 2023 (BOULDER, Colo.) – La Sportiva, makers of the world’s finest mountain gear, announced today its ski hard-good collection for Fall 2024. The Italian brand is releasing four new ski models this year, the Capo, the Tempo, the Sorriso, and the Salto, along with two new lightweight alpine touring boots, the Kilo, and the Stratos Hybrid. This latest collection reflects La Sportiva’s relentless pursuit of innovation, marrying advanced technology with exceptional design to provide lightweight models that enhance the backcountry skiing experience.

2024 Skis – Less Weight, More Fun

“When designing the 2024 ski collection, we set out with one question in mind: how do we make our skis lighter without sacrificing performance,” said Jonathan Lantz, president of La Sportiva North America. “We found a unique combination of materials that helped to lighten these models by 20% without inhibiting their dampening ability. Our team found that the addition of D30®, an innovative material used in crash protection pieces, helped eliminate chatter and improve overall performance.”

The 110-waisted Sorriso is the ideal choice for skiers looking to charge in the backcountry. Designed for speed and large arcs, it features a minimal camber and a dynamic wood core made of five different materials. Aluminum stringers and D30® inserts help to enhance the responsiveness and dampness of the ski without increasing weight. This unique combination comes together to create a surfy powder machine that promises performance on the boldest of lines. The Sorriso retails for $899.

The 103 mm underfoot Tempo is reimagined for this season; with a 20% weight reduction and brand-new materials, it’s the ultimate one-ski quiver for backcountry adventures. Its new core construction ensures outstanding edge hold and performance, offering a blend of lightweight agility and unbeatable stability. The Paulownia wood core is supported by full-length aluminum stringers and D30 dampening inserts in the tip and tail, allowing the ski to perform in all conditions. This 1400-gram ski has a price point of $949.

The Capo is redesigned for the 2024 season and re-establishes itself as the boss of the slopes with a new core construction similar to what is used in the Tempo. This powder ski brings an unmatched combination of pop, power, and lightweight agility, which is perfect for navigating the powdery depths of untouched slopes. At 117 mm underfoot, the new $949 Capo weighs just 1550g, making it a fantastic option for those who want to keep skiing the deep stuff all day long.

Lastly, the Salto has been meticulously re-engineered to create a model that is perfect for big ski mountaineering objectives. The new version has an extended effective edge and a poplar-infused core, which provides exceptional edge hold and stiffness, making it the go-to ski for thrilling descents and precise maneuvers. With a 92mm waist and a weight of 1400 grams, the $899 Salto is the perfect weapon for spring adventures in the alpine.

2024 Boots – Carbon Infused Performance

“As technology continues to improve, we have been able to push the boundaries of what lightweight ski boots can do,” explains Lantz. “A perfect example of this is the Kilo, a one kg carbon infused boot that provides amazing performance while skiing.”

The $899 Kilo is a powerful lightweight boot tailored to the needs of the ski mountaineer looking to maximize uphill performance without compromising downhill prowess. The boot’s innovative design centers around the Grilamid Bio Based LF Carbon™ shell and cuff, which provides exceptional durability and stiffness without increasing weight. The Force™ Shell Closure System ensures an optimal fit and ideal pressure distribution, while a new last accommodates a wide variety of foot shapes, with more space around the medial side of the ankle. All of this is included in a package that weighs just 1000g.

Another new model for 2024 is the Stratos Hybrid, a carbon-cuffed racing boot designed to meet the needs of the most demanding ski-mountaineering athletes. This boot sets a new benchmark in its category, shedding as many grams as possible without sacrificing downhill performance. The Stratos Hybrid weighs a mere 730g and features a seamless ski-walk mechanism derived from the award-winning Stratos boot. The Stratos Hybrid has an MSRP of $1299.

These new models will be available at retailers nationwide and at www.sportiva.com in Fall 2024. During the winter of 2023/2024, select samples for media are available by working with PR representative Sean Van Horn at Sean.Vanhorn@backbone.media.
