This bill renewed the Generalized System of Preferences (GSP) – the main trade preference program for developing countries – for three years and refunded duties paid since the program expired at the end of 2017. Eligible products – including backpacks and sports bags – may enter the United States duty-free if they are sourced from a GSP beneficiary country.
